I've never known myself,so I just googled it;apparantly it's a form of the Dutch word ''betreffen'',which means ''to concern'' http://en.wiktionary.org/wiki/betreffen. So I guess it's in reference to when someone replies to a post in a thread. Randomly,the fourth result on google for the word was a link to this thread,lol http://forums.nodoubt.com/forums/1867103/ShowPost.aspx

Betreft is the dutch version of "Re". There's also a swedish one that says "Sv".

Yeah, I just kind of assumed it showed up when the last person who posted was from a country whose native language was something other than English. I don't know why, I guess I just needed a way to rationalize it to myself and that worked.
